SCOPE (Strategic Community-Oriented Policing & Engagement) is a modular, structured strategy that builds on the strengths of community policing while addressing its most common limitations — including lack of role clarity, sustainability, and measurable results. SCOPE is adaptable for any agency size, but especially beneficial for small and mid-sized agencies seeking to enhance trust, problem-solving, and internal coordination.
Communities of Interest (COIs) refer to specific populations, industries, institutions, or groups within a jurisdiction that share common needs, risks, or characteristics. These might include youth, schools, senior citizens, healthcare providers, faith communities, immigrant groups, or sectors such as retail, nightlife, or critical infrastructure. NEXUS Officers are assigned to build long-term relationships with these groups, strengthening trust, reducing harm, and proactively preventing problems.
